FDISK is a DOS command to partition a hard disk. Back in the old days, you'd
boot to DOS, run FDISK to partition your hard disk they way you want it,
then run FORMAT to format the partitions (C: D: or E: etc). If you're
installing XP, everything is done through graphical interface. You won't
have to deal with commands.

Did you boot off the hard disk before? You then run XP setup from the CD? If
so, that may be why you can not partition the hard disk because it is being
accessed.

Why would you want to learn something so old such as fdisk? :-) Stick with
the graphical setup of XP.
