anonymous logon problems

I just set up a brand new Server 2003 box and I cannot seem to disable
anonymous logon.
I removed everyone from allow access to the server from the network.
I removed the file server role.
I added ANONYMOUS logon to the deny logon to the network.
I removed everyone from the security permissions on the root drives.
I added restrictanonymous=2 to the registry.
nothing works.
I run the following command:
net use t: \\server\c$ /user:administrator
and i do not get prompted for a logon it just maps the drive and event
viewer shows anonymous logon successful.
any ideas?
