Download Filemon and Regmon from www.sysinternals.com, and run it. These
free utilities will enable you to determine why access is being denied when
connecting to 127.0.0.1.

This is known feature of Windows 2003 and should not cause any problems.

This is function is related to the the permissions of the logged in account.

Yes to both. But believe me, you do not want to do this, since you would be
blowing your system security wide-open and, moreover, it is not related to
the cause of the problem.
