Thanks for the tip Todd. I should have emphasized that I am trying to rename
the domain admin of a windows 2003 DC. Cusrmgr.exe apparently is not
supported under Windows 2003.

This search led me to the Active Directory command line tools for w2k3 and
DSMOD user. Using DSMOD user I was able to change the "upn" of the
administrator account, but this did have the same effect as using the group
policy "rename administrator account" setting. That is, even after changing
the Administrator upn with with DSMOD, I could still login using
"Administrator"--despite the fact that ADUC displayed the new admin name
under account\login name. In contrast, group policy successfully changes the
Administrator acount name so that I can no longer login with "Administrator".
that is what I am trying to accomplish with the command line tools. Any
suggestions?
