Low on Virtual Memory (Windows Server 2003)

Hi all...

I installed Windows 2003 server on a PC that has 256 MB of RAM and 1.5 GB of
free disk space in the partition where paging file is created.

The system has worked well until now. Now it is very slow in opening
applications and sometimes a popup message appears telling that the system
is low on virtual memory.

So the question is, how can I increase performance of my system? Is there a
tool out there for tuning up?
