Weird error message when executing Start menu shortcuts

Windows Server 2003 Standard Edition with all the lates patches and updates.
When I click on Start, Settings, Network Connections or Printers and Faxes,
I get the following error message:

You may have to save the screen shot locally and zoom the view to get a
better view.

But essentially it says it

"Cannot find
'file:///::%7B20D04FE0-3AEA-1069-A2D8-08002B30309D%7D/::%7B21EC2020-3AEA-1069-A2DD-08002B30309D%7D/::%7B7007ACC7-3202-11D1-AAD2-00805FC1270E%7D'.
Make sure the path or internet address is correct."

When I click OK it gives me a blank IE window.

Has anyone seen this and know how to fix it?

BTW..I am using the Classic Start Menu option.
