Very slow SCSI chain

I have a very odd and annoying problem

Windows Server 2003
Veritas Backup 9.1
Adaptec SCSI card
2 HP 40x6 ext DAT autoloaders

The tape drives are very slow - about 3mb per min which is far to slow to
get a backup to run.

When first installed they run very fast but then slow down over a matter of
days, then I moved the PCI SCSI card into a different slot then the drives
were very fast again and then again over a few days they slowed right down.
I have replaced the card and the drives, I have used HP tape test tool which
tests the speed so it is not anything to do with Veritas, the drives are OK
as they run well on another server and run well for a while when I move the
SCSI card into another slot,

I have tried changing the drivers in device manager but no change.

Please anyone - what the hell is going on here???? and ideas????
