The Window of opportunity to invoke the F8 options on a naked Windows 2003
installation is extremely small. Generally, holding down the F8 key will
not work - you have to repeatedly stab it and hope that you hit it at
exactly the right time. One thing you can try is installing the Recovery
Console from the CD. This will give you a startup menu and you can then
select Windows Server 2003, hit Enter, and immediately hit F8.
If you still cannot get the F8 options, the Recovery Console is not much
help because we have no idea what is causing the problem. In that case you
may have no choice but to boot to the CD and attempt a repair or repair
install.
