A partition on a basic disk keeps a record in the partition table, that is
kept when the disk is converted to dynamic, in order to keep the disk
bootable. The tools included in Win2000 cannot change the partition table
entry, and therefore cannot extend the volume. This MS Knowledge Base

As far as I am aware, there are no third party tools, except "VERITAS
Storage Foundation for Windows", that can extend a volume on a dynamic
disk, and it still has restrictions on the system volume.

If you have a backup since before you upgraded to dynamic disk, restore it,
and then use diskpart.exe from "safe mode with command prompt" to extend
the partition. This MS Knowledge Base article has more information:
