Unable to open service Error 5: access is denied

Backup Exec 9.1 in a Windows 2003 server environment is giving me a headache!
When i go to the Services console to open properties page for the Backup
Exec Remote Agent for Windows Servers I get the following error:

"Unable to open service Backup Exec Remote Agent for Windows Servers for
reading on Local Computer. Error 5: Access is denied"

This only applies to this service and only on member servers. On DC's i can
access the properties and change Log On account for the service (which run
with Local System account on all servers.). On the DC's I can also stop/start
the service but not on the member servers.
Any help will be much appreciated
