I have had a similar problem once with DOS 6.22 and NT4. SYS C: gave me
exactly the same error message. It seems as IO.SYS must start at cluster 2.
Probably, it cannot move a file that currently is located there.

Articles 57730 and 94413 might also help.

You will need BOOTSECT.DOS also, as well as IO.SYS, MSDOS.SYS and
COMMAND.COM.

In my case, emptying C:\ from files, and then installing DOS from diskettes
worked, while SYS failed. After this, I had copy the files back, and
restore the NT boot sector.
