Restrict Internet Access to Users

Hello,
I have a SBS 2003 Standard with Remote and Basic Firewall.
I want to restrict a couple of users from accessing the Internet. The
network is connected to an ADSL using the 2003 Server as a router and
firewall.
How can I do this for these 2 users only without disabiling the intranet.
