Yes, they can both utilize HT. As a matter of fact, 2000 has no problem
with HT either - except that it sees the virtual processors as real
processors, so you'd run into the limit of CPUs with 2 physical chips on
2000 Pro or 4 physical chips on 2000 Server. XP and 2003 don't have this
problem, and see the virtual processors as just that

I think SQL also sees them as virtual so you wouldn't need more licenses,
but I suggest you ask this in a SQL group since I'm honestly not sure
