explorer.exe issue

Hello,
I have problem in booting my machine. The OS in it is Windows 2000
professional.
When i reboot the machine, it will continue doing everything like user id
check etc...
But stops at a blue screen, no task bar or no desktop icons nothing. After
waiting for some time I open Task Manager and stop the explorer.exe and run
explorer.exe from Task Manager.
After doing that everything is comming back to normal.
Can anybody help with it. I scanned for virus and found nothing.
I guess something is running in background after explorer.exe, But when i
stop explorer its fine.
Steps taken:
msconfig.exe was not found on the machine. I copied it from another
machine and ran it.Removed some startup files and restarted the machine.
The problem didn't solve. Then again i tried to run the msconfig.exe and i
got a message saying "C:\winnt\msconfig.exe" is not a valid windows file"
Please let me know if anybody has a suggestion.
