netdiag fails on entry point

Installed netdiag on XP Prof (*2) & 2003 SBS all get same
error message
running with administrator
NETDIAG.EXE Enntry Point Not Found
The procedure entry point DnsGetPrimaryDomainName_UTF8
could not ne located in dynamic link library DNSAPI.dll
Can anyone help please?
