Bandwidth problem with Windows Server 2003 Web Edition

Hello... I have a very wierd problem and I can't seem to
find the source. I have two
machines at home; both connected to the same router. One
of them has Windows XP, and the other has Windows Server
2003. In addition, i have another server in colocation
with Windows Server 2003 that is plugged into the
superfast internet; and i have the same problem here too.

All my DOWNLOADS on Windows XP run about 400KBps (big B),
which is pretty fast for CableModem, but the Windows
Server on the same router will only download at
max 150KBps, and the Server at colocation that Also has
windows server 2003 will download max 150KBps. And the
people at the colocation place download on their machines
in the same rack much much faster than that, so I know it
isn't that...
And, any transfers in the local LAN Fly; superfast; but
anything coming in from the internet goes slow. If
anybody connects and downloads from the colocated
webserver on the internet TO their home computer, it is
good and fast... But if I go ON the server, in IE and
download something it goes slow; But, if I go on the
server, in IE and download something from a website in
the same rack as mine, connected to same router, it
Flies.
anybody know whats wrong??? it is a very wierd problem.
