Hi,

you should be able to authenticate users when either of the DC is down.

Check to see if other server is also GC (global catalog). If only your
primary server is GC and it goes down only Administrators will be able to
authenticate. All other clients will use locally cached credentials - if
they exist.
Other thing I would check is DNS settings. Clients locate DCs by using DNS.
If you have DNS installed only on your first DC and it goes down they can't
locate any other DCs since DNS service is unavailable. My recommendation
would be to use active directory integrated DNS and make sure that all
clients on your network have entries for both DNS in their TCP/IP settings.
