IE over TS not passing data

We have a Windows 2003 server running Terminal Services
and 5 client PC's running Remote Desktop Connection.
When using Internet Explorer, we try to bring up a secure
Web page, like Blue Cross/Blue Shield, that requires a
login/password, on a client PC but all we get is a blank
page. Specifically, when we try to connect to https://
bcbsne_secure.com we only get a blank page. When I try
this at the server console, however, I get the page, which
is a page asking for the user to login.
It may be an I.E. security setting or perhaps secure data
is not being passed through the client/server link. I've
not been able to find a place to set I.E. security for the
remote users, though.
Interestingly, we get the same response when there is a
link to a .pdf document. If we click on a link to a .pdf,
all we get is a blank screen. Again, this works at the
server console but not at the client PC's.
