HELP!!! Error browsing local network? ....as many connections as the computer can accept

When trying to browse my local network from any workstation I get the error
<domain> is not accessible. You might not have permission to use this network resource. Contact the administrator of
this server to find out if you have access permissions.
No more connections can be made to this remote computer at this time because there are already as many connections as
the computer can accept.
This happens some times, not all the time when browsing the local domain. I can browse the domain controller \\<DC>
with no problems. It does not matter what user account is being used. After a while it seems to go a way.
I upgraded my domain from 2000 to 2003. We have 100 licenses but far less computers on the network, so I doubt it can
be a licensing issue.
