Windows 2003 Server Log-in screen scrambled.

On my windows 2003 my log-in screen is scrambled and you can not view it anymore. (This happened after the system disk of the server ran out of diskspace)

Which dll controls the log-in screen ? If I copy this from another server and I register it again will this solve my problem? Is there another way without restoring the system state ?
