Hi,
This is really strange. As you said, when the issue occur, CPU was 99% free
and lots of free memory, also you cannot identify throughput based on the
network interface card performance log.
I wonder whether or not it will be the hardware related issue, for example,
the network interface card (NIC). In order to isolate the problem, please
switch or change the NIC card on the DC to see if it occurs again.
Also, please use network montior to trace the NIC to see if there is any
abnormal throughput.
To obtain the time-bombed version of Network Monitor, visit the following
Microsoft Web site:

Notes:
- Netmon2.zip contains Netmon 2.0 (Netmon 2.0 runs on Windows NT 4.0,
Windows 2000, and Windows XP)
- Netmon1.zip contains Netmon 1.0 (Netmon 1.0 runs on Windows NT 4.0,
Windows 98, and Windows 95)
- The current password to unzip is "trace". Note that this password may
change in the future. If it does, see this article for the new password.
For Windows 2003 Server, you can install Network Monitor from Control Panel
-> Add/Remove Programs -> Add/Remove Windows Components -> Management and
Monitoring Tools -> Network Monitor Tools.
