Is it supposed to work on Windows Server 2003? (if that is the OS you are
trying to use it on)

My camera/scanner/other image device is not working, why?
Windows Server 2003 has a new service called Windows Image Acquisition
(WIA). This service provides image acquisition to cameras, scanners etc. and
must be enabled and started if you want to use these kind of devices. To
enable it, follow these steps:
a.. Click Start->Programs->Administrative Tools->Services
b.. Find the Windows Image Acquisition right click and click
Properties
c.. In Start-Up Type select Automatic instead of Disabled
d.. Click Apply, click Start button, click OK
e.. Reboot (to install drivers for your device)
