Hi,
I'm assuming you're guessing this cap based on Task Manager or something
like that.
Unfortunately the OS currently has no way to determine the actual speed of a
VPN connection (it will vary based on each end's available uplink/downlink
bandwidth and any slowdowns or routing problems along the way, along with a
few other factors).
In order for the RAS interface to show in Task Manager so you can get the
related statistics available there, it has to display an arbitrary speed (in
this case 28k).
Rest assured that the VPN link will use all available bandwidth however, so
your speed is not being limited by what you see here.
In the case of people dialing into the server, if you're using a regular
modem and not a digital line, the maximum upload speed will be 33.6k, and in
many cases, may only connect at 28k.
