There is nothing strange about this. Certain folders (e.g. users' profiles)
will not allow Administrators to gain access, unless you take over the
ownership. This is most likely your case.

Try running tools like AccessEnum to check the folder and files permission
structure. If you are absolutely sure that no user is connected to certain
folder, you can simply take over the ownership and then delete unused data.
