Certification Authority not showing created templates

I am using windows server 2003. I have a certification
authority server running on a domain controller. I have
successfully used this server to issue certificates for
code signing for administrators. My issue is with
creating templates. I followed a technet article that
suggested creating a duplicate template from the "user"
template. Then I am supposed to go to the certification
authority MMC and add the template to the list of
available templates. When I go to add it, the template I
created does not show up as a choice...why is this? I
cannot continue with the article until this is resolved.
