You want to add users to local computer or domain Active Directory?

If local computer, first log on locally with a user as administrator:

right click on "My Computer", click "Manage", then expand "Local Users and
Groups", right click "Users", choose "New User", then follow the wizard.

If domain, first log as administrator:
Install adminpak.msi (start - run - adminpak.msi), then open start - control
panel - administrative tools - Active Directory Users and Computers, then
you could add users in specific location (OU,etc).
