Hi Edward,
Just to make sure I understood: you are running a workgroup environment and
you have created 30 local user accounts on your workgroup, is that correct?
If so, than yes - each of them will have to login locally to the server and
change their password. Accounts in workgroup are machine specific, you can
use them to physically login to particular machine.
Given that you are using Windows 2003 Server, why not using its full power,
such as DNS, AD and all the benefits which domain environment gives?
