Remote shutdown.exe not working

When I try to shutdown a remote win2003 server using shutdown.exe (from my
local win2003 server),
(1) it works, if the remote server is in logoff state.
(2) it fails, if the remote server is locked.

Microsoft KB states that it was a bug in Windows 2000, but later corrected
in SP2.

Am I missing anything?
