There are windows users, and a mailbox (basically, just a folder in the
mailbox directory) for that windows user.
You can use other authentication methods (like Encrypted File) if you do not
want local accounts. Please look up Authentication in the POP3 help files
(note however that the SMTP service do not work with an encrypted file, so
if your users needs to authenticate to the SMTP server, you will need
Windows Users anyway).
