Sounds like one of two things. Permissions or file corruption. Since you're
able to open
%systemroot%\system32\config\SecEvent.Evt
the directory permissions must be OK. It's remotely possible that
permissions are incorrect on the other *.evt but seems unlikely. Probably
corrupt event log files. Control Panel|Administrative Tools|Services|Event
Log Service|General, set the "Startup Type:" to "Disabled" restart the pc,
then delete (or move) the corrupt *.evt file(s) from
%systemroot%\system32\config then set the Event Log Service "Startup Type:"
back to "Automatic", restart for effect.
