Cannot log into WIndows 2003 Server

I have developer copy of Windows 2003 Server which I have
been running on my laptop for a few months. I got a new
desktop computer and decided to install it on that machine
so that I could go back to XP with the laptop. The problem
is that, after install, I can do everything just fine. I
log in, set up a few different users, set up the network.
All is good. I then reboot and I can no longer log in
under any username. Not even Administrator. I have
reinstalled twice and both times I get the same problem.
