Cant establish a Dialup on Win2003 server with a Duxbury ISDN Modem

I am trying to establish a dialup to a Windows 2003
server through a Duxbury 128TA ISDN modem. It
authenticates, but immediately after connecting, it
disconnects itself. I am dialing into the server with a
router. I have tried to dial out from the server with the
same results. Any help on this?
