If I am understanding you correctly, you're trying to determine the maximum
file size on a FAT32 vs. an NTFS partition:

FAT32 partitions have a maximum file size limitation of 4GB for a single
file, which is consistent with what you're describing.

NTFS partitions have a single file-size limit, at least in theory of 16
exabytes (which is the next order of magnitute larger than terabytes, unless
I'm greatly mistaken.)

If you need to store a single file that is 40GB in size, you should format
the drive in question with NTFS, not FAT32.
