First, the line should read (unless you just mistyped in the post ;):
NET use I: \\server\share
>From your post I can't understand whether you have a domain or not. If
your question relates to mapping drives on non-domain controller member
servers, then yes, you can do this. If you have a workgroup you still
can but there are issues related to authentication. In both cases share
and NTFS permissions play a part. Can the user map a drive by manually
issuing the 'net use' command?
