Looks like a permissions issue, because the installer tries to back up the
original files that is about to replace with the ones in the hotfix.

Do you have any restrictions on the backup Operators? Perhaps something
defined in a GPO somewhere?

Check the local policy and se whether the administrators group does not have
right to Backup the system in the effective policy...

What happens if you try domain admin vs. Local admin account? Same result?

Try adding System/Everyone/Users groups and accounts to the ACL of "Local
Computer Policies\Computer Configuration\Windows Settings\Security
Settings\Local Policies\User Rights Assignment\Back up files and
directories" , reapply the policy and see how it goes...

You may be able to install it with the -n switch. This tells the installer
not to back up any files, so you shouldn't run into the permissions problem.
The downside, of course, is that you can't uninstall the fix.
