Hi Mike!
Boot from your floppy to disk 1, try breaking the mirror and reinstate the
mirror. This MS Knowledge Base article might help:
http://support.microsoft.com/?id=313061
This is also along the lines with what the Help and Support article
instructed to do.
You might have a problem in that your disk 0 has a state of dynamic
foreign. I am not really clear over why this has happened. If this turns
out to be a real problem, I would remove disk 1, boot from your Win2003 CD,
start a new install, and when asked where to install just delete any
volumes or partitions seen and then exit setup. This would essentially
clear everything from the disk, and make it appear as a new basic disk that
needs to be upgraded to dynamic before you can proceed.
Do not reinstall the recovery console while you have a mirror setup. You
should only do that before you create the mirror, or - in your case - after
the mirror is broken and before the new mirror is established. Also see
this article:

You can get drunk, but do save some money for that hardware mirror... ;)
Best regards
Bjorn
