If you can have both machines up and running at the same time, I would
install the 2nd machine as an additional domain controller. All Active
Directory info will replicate automatically (including GPOs, login scripts,
etc.) If you want to decommission the 1st machine entirely, you can
gracefully transfer any FSMO roles to the new machine while both are online.
