The Primary vs. Backup Domain Controller concept went out the door in NT4,
thankfully. Windows 2000 uses multi-master replication, which means that
you can install a machine in your remote site and run dcpromo to add a new
controller to your existing domain. Except for the FSMO roles, this DC will
be essentially equal to your existing one.
Be sure to define Sites & Subnets for your domain controllers and clients,
since this will reduce authentication traffic going across your T1. (Since
authentication is a site-aware process, your clients will attempt to
authenticate against a DC in the same site before attempting to go across
the T1 line.)
