error in opening domain controller security policy,

I need help,please.
i just setup my windows server 2003. the AD,DNS,DHCP. upon
opening the default domain controller security policy or
the domain security policy, i receive a error saying that
"failed to openthe group policy object, you may not have
appropiate rights"
details:
The parameter is incorrect
please provide your advice if you came across anything
