Ntrights.exe is the utility for doing this. It's available as a free
download as part of the Windows Server 2003 Resource Kit Tools.
If the URL wraps or is no longer valid, search for "Windows Server 2003
Resource Kit Tools" on the Microsoft web site.
The particular right you need to add is called "SeDebugPrivilege".
