Hello,

This i maybe what you are looking for:
http://www2.ilopia.com/Windows+Server+2003/FAQ/General/72.aspx

When I click Start and then point to a submenu, it doesn't show up, or
it takes long time. Anything I can do?

This is probably caused by a too high number for the MenuShowDelay
value in the registry. You can change that value by following these steps.
If you are not familiar with with the registry, please do not follow these
steps! Incorrectly usage of the Registry Editor can cause your computer to
not boot up.

a.. Clickt Start->Run and type regedit
        b.. Navigate to the key "HKEY_CURRENT_USER\Control Panel\Desktop"
c.. In the right pane, double click MenuShowDelay
d.. Change the value to the default 400 or to any other number
greater than 0 (but NOT 0!). The number is how many milliseconds it will
take to show the next submenu. So 400 is almost half a second.
e.. For this to take affect, you have to log off and then log on
again.
