But the more "little" things you make bigger the more performance is lost.
So OK if you enable this little thing, but what about the next one, and the
next, and so on?
Better to just keep the smallest footprint possible on a clean install and
allow people to tweak it as necessary. This is a server OS, it gets
tweaked. XP still ships with acceleration at the highest, along with a
bunch of other GUI settings, some of which probably aren't needed
