Typically, this behavior is controlled by creating sites. See:

Also, never tried it, but you might be able to create a hosts file with an
entry for:

<IP address> _ldap._tcp.dc._msdcs.DnsDomanName

Does anyone know how to set this up? We have a single domain setup of
mostly Windows 2K servers. All of the domain controllers are Win2K. The
Win2K and XP clients will randomly login to domain controllers accross the
WAN. Since this is not very efficient, I would like to designate a domain
controller on each of the LANs as the default login server for those clients
on that LAN.
