You're running in Remote Administration mode, right? You can control
access to TS in 2 ways - make them members of Remote Desktop Users or
give them permissions on the RDP_Tcp connection object in Terminal
Services Configuration. Keep in mind that in Remote Administration mode
you're limited to only 2 TS sessions + remote console connection.
