I was way off track on this one.
In case anyone is interested, the problem was one of group
policy. I failed to mention that these three 2003 Servers
are part of a Windows 2000 Domain. In retrospect, I
suppose I should have stated that. The default group
policy was recently set to automatically configure users
Internet Connection so they wouldn't have to run the
wizard since many of our users are challenged to do so.
Apparently, the security for 2k3 Server is incompatible
with Windows 2000 Internet Explorer Policies.
Unfortunately, I didn't know that. I personally see this
as a problem that Microsoft needs to address. Not so much
because it's incompatible (incompatibility is OK, I
understand that), but because the resulting behavior IMO
is unacceptable. If you're going to make a product that
you know will be incompatible because of tighter security,
I think you should at least insure that the results will
be something that can better interpreted, and a bit more
understandable (like a message perhaps). I searched
Microsoft extensively, and I couldn't find anything on
this!
The reason we didn't use Microsoft's on-line help is
because when we entered the product code that we were
supplied by our vendor (an authorized Microsoft
Distributor), we received a message stating that our
product code didn't match our country. I wonder what's up
with that. We are going back to the vendor to check that
one out.
