Security policy?

I attempted to install routing and remote access on a
windows 2003 server and ended up removing it. in the
process of doing this, my windows 98 workstations quit
working on the domain controller. I believe that the
routing and remote access setup added a security lock down
to this server. Does anyone know how to remedy this?
