You can restrict internet access using a Group Policy. Go to: User
Configuration | Windows Settings | Internet Explorer Maintenance |
Connection | Proxy Settings. Check the Enable Proxy Settings box and put in
an unused IP Address. Check the Do not use proxy server for local
(intranet) addresses box on the right. Add web sites that you want to allow
to the Exceptions.

When a user browses to a web site other than one in the Exceptions a
non-existing proxy server is used and "The page cannot be displayed" comes
up. Otherwise the connection is made through the default gateway. This
works fine if you have a domain because you can put users in OUs, it may not
work to well for a workgroup.
