windows 2000 folder/file ownership lost : access denied

In attempting the reset the mess of permissions on are
particular folder, file ownership seems to have been
lost.. and access completely denied to ALL accounts. Is
there anyway to reset the permissions??!! and assign an
owner so access can be restored.
