Server 2003 Group Policy error - KB830676

I've been experiencing this issue on various sites we've
deployed Windows Server 2003 on. The issue is identical
to that described in the MS Knowledge Base article 830676.

Basically, when I try to access the domain policy or
domain controller security policy (using domain
administrator account) it gives an error saying access
denied.

If I go to Start, Run and type in \\domainname and try to
open SYSVOL, it gives an error saying "Configuration
information could not be read from the domain controller,
either because the machine is unavailable or because
access has been denied".

Now the puzzling thing is that it works intermittently.
If I follow the workaround stated on the KB article, it
sometimes resolves the problem (temporarily) and other
times does not.

The workaround says to use dfsutil which I gather to be
related to Distributed File System. The command
dfsutil /purgemupcache does the following (according to
the dfsutil /? help): Flush the local DFS/MUP cached
information.

This problem is of some concern to us as we have deployed
Server 2003 at a handful of sites and are looking to use
it instead of 2000 Server as it is more up to date.
However, if this problem is not resolved soon we will
resort to deploying Win2K Servers so as to provide an
trouble-free deployment.

Has anybody else experienced this problem? Can anyone shed
any light as to why this might be happening? Any feedback
is appeciated.
