Terminal Server only using IE Proxy for Admin users.

Using ethereal, I've monitored that IE is only using the
proxy setting for admin's logged in with remote desktop.
As a simple user, the proxy settings are displayed
properly under IE connections tab but ethereal shows IE
attempting direct connection not allowed at the firewall.
The same accounts work properly using an older windows
2000 terminal server.

But I'm not clear that was the appropriate newsgroup since
this seems to be a Windows 2003 issue.
